Busway, the alternatives to solve traffic congestion in Jakarta.

Solution to traffic congestion in Jakarta is to revitalize public transportation. For Jakarta, it seems no other option but to reform the composition of the total transport. The Government of DKI Jakarta is developing the transport system in Jakarta arrangement, known as the Macro Transportation Pattern. Transportation system more towards the integration of several transport models which include Bus Rapid Transit, Light Rapid Transit, Mass Rapid Transit, and the transport stream or waterways.







. The first is the Light Rapid Transit, or often called Monorail. Monorail is a transportation system that uses a single track, where trains run to follow the track rail. Called the Light Rapid Transit for light construction and walking on a special track, with a capacity in the serve a lot of commuter traffic. The project was blocked by the difficulties of financial and technological choices. In 2003, the project was submitted to the Malaysian company Mtrans, construction began in June 2004. But eventually the plan was canceled by the governor of DKI Jakarta, so it may be very unfortunate considering rail pedestal that has stood firm became useless.

Moreover, the current government of Jakarta is planning to raise rates from IDR 3500 become IDR 5000. I think that also might be thinking the same with other users better is first repaired all the damage and comfort and service on the increase.
Another problem that arises is the inclusion of other vehicles into the lane busway cause Transjakarta like any other public bus that had to deal with traffic congestion, such as the preservation efforts in each corridor to the installation of automated portals can not sterilize the busway lane. Maybe there should be a new alternative in making that Jakarta is not jammed or perhaps improvements in the implementation of this busway transport model. Jakarta community desires to create a free jam and not wasting time in useless work. All relevant parties including the citizens of Jakarta should help each other overcome this bottleneck, not just blame the government of DKI Jakarta, which I always try to tackle the main problems of Jakarta.

JAKARTA, SELASA - Stimulus moneter dalam bentuk penurunan suku bunga acuan oleh BI lebih berpotensi mendorong perekonomian ketimbang stimulus fiskal. Efektivitas stimulus moneter kian meningkat jika perbankan lebih cepat menurunkan suku bunga kredit.

Kepala Ekonom Danareksa Research Institute Purbaya Yudhi Sadewa, Senin (16/2) di Jakarta, menjelaskan, stimulus moneter dalam bentuk penurunan suku bunga acuan Bank Indonesia, atau BI Rate, yang diikuti penurunan suku bunga kredit dapat memberikan dampak lebih signifikan dalam mendorong perekonomian. Alasannya, penurunan suku bunga dapat dinikmati semua pihak, dunia usaha, maupun masyarakat. Dijelaskan, penurunan suku bunga kredit biasanya langsung direspons dengan meningkatnya permintaan kredit.

Hal itu berbeda dengan stimulus fiskal, yang biasanya kurang berdampak signifikan. Ini terjadi karena belanja pemerintah umumnya terlambat. �Jika pemerintah merencanakan belanja lebih pun, dampaknya tetap kecil atau lambat,� kata Purbaya.

Steve Hanke, pakar ekonomi internasional dan kebijakan moneter dari Universitas John Hopkins, berpendapat sama. Ditegaskan, stimulus moneter lebih ampuh untuk membangkitkan perekonomian dalam masa krisis seperti saat ini.

BI masih memiliki amunisi stimulus moneter cukup besar, mengingat suku bunga acuan BI masih berada di level cukup besar, yakni 8,25 persen.

Sejauh ini, penurunan suku bunga acuan BI relatif belum efektif meningkatkan gairah dunia usaha dan belanja masyarakat.

Hal itu karena penurunan suku bunga acuan BI yang dilakukan sejak Desember 2008 belum seluruhnya direspons perbankan dalam bentuk penurunan suku bunga kredit.

Menambah permintaan

Hingga kini, BI telah menurunkan suku bunga acuan sebesar 125 basis poin. Sementara, bunga kredit masih stagnan. Kalaupun ada penurunan, hanya dilakukan untuk persetujuan kredit baru.

Transmisi dari suku bunga acuan BI ke suku bunga kredit biasanya memakan waktu sekitar enam bulan. Dalam situasi krisis seperti saat ini, transmisi bisa memerlukan waktu lebih lama.

Hal itu karena bank masih sulit menurunkan bunga dana, terutama deposito. Suku bunga deposito bernilai besar umumnya masih berkisar 11-12 persen per tahun.

Perbankan belum berani menurunkan bunga deposito bernilai besar karena khawatir nasabah menarik dananya. Kekhawatiran kian meningkat karena bank masih sulit mendapatkan pinjaman dari pasar uang antarbank (PUAB).

Sulitnya menurunkan suku bunga deposito, membuat perbankan menahan bunga kredit tetap tinggi. Hal ini dilakukan agar margin keuntungan tidak tergerus.

Pengamat moneter, Iman Sugema, memiliki pandangan berbeda dalam menilai stimulus.

Menurut Iman, stimulus baru bisa dikatakan efektif jika mampu menambah permintaan agregat. Namun, kenyataannya, stimulus baik fiskal maupun moneter yang dilakukan banyak negara kurang efektif.

Stimulus fiskal berupa pemotongan pajak ternyata tidak mendorong konsumsi masyarakat. Stimulus moneter berupa penurunan suku bunga pun ternyata tidak efektif untuk mendorong bank menyalurkan kredit lebih banyak.

Oleh karena itu, Iman mengusulkan, agar lebih efektif, stimulus fiskal seharusnya lebih banyak berbentuk belanja pemerintah, untuk membeli produk dalam negeri. Langkah ini akan memacu kegiatan sektor riil dalam negeri.

Adapun untuk stimulus moneter, kata Iman, BI sebaiknya kembali ke cara lama, yakni menyalurkan kredit langsung ke sektor riil. �Sayangnya, undang-undang melarang BI melakukan hal itu,� kata Iman.

Indonesia menjadi bidikan global perbankan syariah

MANAMA–-Negara-negara Islam di Asia Tengah dan Indonesia dinilai sebagai wilayah pertumbuhan industri perbankan syariah global selanjutnya. Kedua wilayah tersebut dilihat sebagai pasar potensial setelah pasar Barat dan wilayah Teluk Arab kehilangan kepercayaan pasar.

“Selama beberapa tahun wilayah itu dilihat sebagai area yang potensial,” kata Pimpinan Strategis M&A Unicorn Investment Bank, Frederick Stonehouse. Bank-bank asal Teluk melihat wilayah Asia Tenggara sebagai wilayah terpenting untuk ekspansi. Al Baraka Banking Group pun sedang dalam pembicaraan untuk membeli sebuah bank di Indonesia dan Unicorn Investment Bank telah menyatakan minatnya membeli saham Dubai Group di Bank Islam Malaysia.

Stonehouse menuturkan Indonesia dinilai atraktif karena memiliki populasi Muslim yang besar. “Kami ingin masuk pasar baru seperti Indonesia. Melihat skala potensinya Indonesia adalah tempat dimana Anda pasti ingin masuki,” ujar Stonehouse.

Kendati demikian, sejumlah bankir mengatakan Indonesia masih memiliki sejumlah kendala untuk menarik investor asing dan memastikan stabilitas di peraturannya. “Jika pemerintah Indonesia memiliki keinginan kuat sangat kuat untuk menarik investasi asing, maka hal itu akan sangat luar biasa,” kata Pimpinan Perbankan Syariah Credit Agricole Corporate Investment Banking, Simon Eedle. Ia pun melihat wilayah Afrika Utara, terutama Mesir dan Maroko sebagai pasar potensial selanjutnya.

Sementara itu, wilayah lainnya yang dilihat sebagai alternatif pasar perbankan syariah adalah negara-negara eks Soviet yang memiliki populasi muslim. Beberapa bank di Teluk pun mulai melihat wilayah tersebut sebagai opsi setelah melihat regulator memiliki tekad untuk mengembangkan industri perbankan syariah. Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI) menyatakan bahwa Rusia mempertimbangkan mengadopsi standar keuangan syariah.

Di berbagai negara termasuk negara minoritas Muslim seperti Prancis dan Inggris dan Jerman kini juga telah mengembangkan industri perbankan syariah. Namun menurut sejumlah bankir, tanpa adanya peraturan yang jelas untuk mendukung pasar maka akan membutuhkan waktu lama untuk penetrasi. Sejumlah bank syariah di Inggris dilihat sebagai turunan dari bank di wilayah Teluk karena memfokuskan bisnisnya pada real estate.

Bank Indonesia akhirnya menjawab keinginan masyarakat yang ingin menabung namun tak ingin tabungannya berkurang akibat dibebani biaya administrasi oleh bank. Tabungan bernama "Tabunganku" juga hanya mensyaratkan setoran awal yang relatif kecil.

Tabunganku sengaja ditargetkan untuk kalangan menengah ke bawah karena hanya perlu saldo awal senilai Rp 20 ribu. Karena tak ada biaya administrasi, bunganya pun kecil hanya 0,75 persen. Namun BI berharap dengan memiliki tabungan, kalangan pengusaha kecil bisa turut mengakses kredit perbankan.

Tabunganku ini nantinya akan ada di 70 bank umum dan bank pembangunan daerah serta 910 bank perkreditan rakyat yang ada di seluruh Indonesia. Dengan kondisi ini, Bank Indonesia berharap dapat menjangkau 40 juta penduduk miskin yang belum memiliki tabungan.
